Tender-finding, digital business card, e-learning and AI evaluation tools

Overview

At ENM Digital I worked in a team on several products: Proje Sihirbazı, which finds public tenders and grant calls and notifies users; a digital business card SaaS; and an e-learning platform. I also built AI tools with Python and the OpenAI API that score Teknofest and Technopark project applications.

The problem

Companies miss tenders and grant calls, and writing and reviewing competition applications takes a lot of manual effort.

Key features

• Proje Sihirbazı: collects tenders and grant calls from public and EU sources and sends users daily matches by email and SMS
• Chat with a project document using the OpenAI Assistants API
• AI evaluation of applications: PDFs are split into sections and each section is scored against a rubric with a quoted justification
• Digital business cards with vCard export and online payment
• E-learning platform with courses, videos and progress tracking

Architecture

• ASP.NET Core MVC applications on SQL Server with EF Core, sharing a common module for auth, packages, payments and notifications
• Python Flask services for PDF parsing and LLM-based scoring

Technical challenges

• Reliably splitting application PDFs into their sections
• Getting repeatable LLM scores with a fixed rubric, zero temperature and quoted evidence
